Public service agencies across the globe are experiencing a dramatic and unprecedented surge in complaints, applications, and petitions, a phenomenon researchers are linking directly to the proliferation of AI-powered agent tools. The data, compiled by researcher Chris Schmitz, reveals stark increases across multiple nations and types of services. In the United Kingdom, complaints filed with the housing ombudsman more than doubled, rising from 2,600 in 2022 to just over 7,000 last year. The surge coincides with the widespread public adoption of AI tools like ChatGPT, which launched in late 2022. In the United States, the Consumer Financial Protection Bureau (CFPB) saw an even more dramatic fivefold increase in complaints over the same period.

The trend is not confined to English-speaking countries. Schmitz's research, detailed in a paper set for presentation at the upcoming AI Ethics and Society conference, identified similar jumps in Brazilian judicial petitions and German parliamentary petitions. His study examines 84 separate cases of potential AI-driven flooding across 11 different jurisdictions, providing broad evidence that these tools are fundamentally altering citizen engagement with government.

This "agentic flooding" represents a tangible, large-scale consequence of the AI revolution moving from theoretical capability to daily utility. For years, proponents of AI in governance have touted its potential to simplify access to services, reduce administrative burdens, and empower citizens. The current data suggests that empowerment is happening at a scale and speed that institutions are unprepared for. The core promise—democratizing access to complex bureaucratic processes—is being realized, but it is simultaneously exposing critical bottlenecks in public sector capacity and resilience.

The immediate effect is a strain on the resources of ombudsmen, watchdog agencies, and judicial systems. These bodies are often mandated to review and respond to every submission, a process that requires significant human labor for assessment, investigation, and resolution. A quintupling of volume, as seen at the CFPB, threatens to create massive backlogs, delay legitimate cases, and burn out staff. The efficiency gained by the citizen using an AI agent is thus offset by inefficiency created within the responding institution.

Schmitz's research points to the central dilemma now facing policymakers: how to respond. The influx is not uniformly positive or negative. As noted in the report, while some of the new filings are clearly adversarial or potentially frivolous, others are legitimate grievances and requests that citizens previously found too complex, time-consuming, or intimidating to submit. AI agents are lowering the barrier to entry, revealing a latent demand for justice and recourse that was previously suppressed by procedural friction.

This presents a policy challenge with few clear precedents. Governments could attempt to technically filter out AI-generated requests, but this raises significant ethical and legal questions about equitable access and the right to petition. Alternatively, agencies could seek to automate their own responses with AI, potentially creating a scenario of AI agents communicating with other AI agents in a feedback loop that further escalates volume. A third path involves fundamentally redesigning service delivery and complaint mechanisms for an AI-native world, a monumental task for legacy public systems.

The phenomenon also underscores a broader shift in the AI industry from tools that answer questions or generate text to "agents" that perform multi-step tasks autonomously. The flooding of public services is an early indicator of how these autonomous agents, when deployed at scale, can have unintended systemic impacts. It moves the conversation about AI ethics beyond bias and fairness in algorithms to include the stability and functionality of the societal systems they interact with.

The data from the UK, US, Brazil, and Germany serves as a warning to public institutions worldwide. As AI agent technology becomes more capable and more embedded in consumer platforms, the volume of automated interactions with government will only increase. The "agentic flooding" observed over the past four years is likely just the initial wave, testing the limits of systems that must now adapt not only to serve human citizens but to manage the new reality of AI-augmented, or even AI-initiated, civic engagement.
